Covid has shown us that sharing data on infections and vaccination status can save lives. But even in a pandemic no one should be forced to share their voting intentions, for example. So some data maybe should be shared and some data should not. By what mechanism does society find a balance and then implement that balance in code?

I will show that safe data sharing is now possible at scale. I will outline the issue of what legal structure should be used to store personal data .
